Jacey Skinner

Attorney, Ballard Spahr

Jacey Skinner is an attorney at Ballard Spahr, LLP and is former General Counsel to Governor Gary Herbert of the State of Utah.  As General Counsel, she advised the Governor, his staff and his Cabinet on legal and ethical issues.  She also acted as the Governor’s legislative director.

Jacey has served as the Director of the Utah Sentencing Commission and as the President of the National Association Sentencing Commissions, the Deputy State Court Administrator for the Judiciary of the State of Utah, the General Counsel and Executive Vice President of Policy for the Salt Lake Chamber, and an Assistant District Attorney with the Salt Lake County District Attorney’s Office. 

Jacey serves as the Chair of the Board of Trustees for Utah State University and as an advisory board member for the University’s Institute of Land Water and Air. She is a member of the First Lady Abby Cox’s Foundation’s Show Up Board, and a Trustee for the non-profit, And Justice for All.  She also has the opportunity to teach election law as an adjunct professor at the University of Utah, S. J. Quinney School of Law.  She received her Bachelor’s degree from Utah State University and her Juris Doctor degree from the J. Reuben Clark Law School at Brigham Young University.
