In brief: In the first quarter of 2020, Congress added more than 2,000 bills to its more than 14,000 pending measures, but passed only 31 measures, including three major ones, in rapid response to the COVID-19 crisis: H.R. 748, the Coronavirus Aid, Relief, and Economic Security (CARES) Act, providing $2.3 trillion in economic relief; H.R. 6074, Coronavirus Preparedness and Response Supplemental Appropriations Act 2020, providing $8.3 billion in emergency funding for federal agencies combatting the outbreak; and H.R. 6201, the Families First Corona Virus Response Act, establishing a federal emergency program for paid leave benefits.
